Abstract

The evolution of Information and Communication Technologies (ICTs) has driven the development of digital government through projects aimed at improving the efficiency and accessibility of public services. In this context, scope management is a relevant practice for defining objectives, requirements, and deliverables, although its application has been primarily associated with the business sector. This essay examines the relevance of applying scope management practices based on the Project Management Body of Knowledge (PMBOK) to digital government projects. Based on a narrative literature review, the application of these practices in the public sector is examined, focusing on scope management planning, requirements collection, scope definition, Work Breakdown Structure (WBS) development, scope validation, and scope control. The findings indicate the relevance of these practices in digital government projects, particularly for defining project work, addressing stakeholders’ needs, managing changes, and promoting the efficient use of public resources. In conclusion, PMBOK-based scope management can be transferred to the public sector as an applicable practice for digital government projects and can contribute to the achievement of their objectives, provided that its practices are adapted to the characteristics and conditions of the government context.
